34. Compliance Levels

Once the standard became broad, another question appeared:

How can a community know whether it is AIFC-compliant?

AIFC compliance cannot be binary.

A community may be strong in purpose but weak in security.

Strong in AI policy but weak in source of truth.

Strong in documentation but weak in Human Capability Reserve.

Therefore, AIFC introduced compliance levels:

Level 0 — Unmanaged AI Use
Level 1 — AI-Aware Community
Level 2 — AIFC Minimum
Level 3 — Governed AI-First Community
Level 4 — AI-Operable Human-Managed Community
Level 5 — Continuously Learning AI-First Community

The point is not to create a marketing badge.

The point is to make maturity visible.

The principle:

Do not claim AI-first maturity. Demonstrate governed capability.
