25. AI-Off Mode and Reduced-AI Mode

Human Capability Reserve led to operating modes.

AIFC introduced modes such as:

  • Conservative Mode,
  • Balanced Mode,
  • Aggressive Mode,
  • Mission Mode,
  • Reduced-AI Mode,
  • Emergency AI-Off Mode.

This was important because AI governance cannot be static.

A community may need to reduce AI when:

  • budget is almost consumed,
  • vendor is unstable,
  • security incident occurs,
  • model quality degrades,
  • regulation changes,
  • review capacity is exceeded,
  • risk increases,
  • people are becoming dependent.

The system must know:

What continues with AI?
What continues without AI?
What stops?
Who decides?
How do we recover?

AI-first must include AI-off thinking.

Otherwise it becomes AI-dependent.
