25. AI-Off Mode and Reduced-AI Mode

Human Capability Reserve led to operating modes.
AIFC introduced modes such as:
- Conservative Mode,
- Balanced Mode,
- Aggressive Mode,
- Mission Mode,
- Reduced-AI Mode,
- Emergency AI-Off Mode.
This was important because AI governance cannot be static.
A community may need to reduce AI when:
- budget is almost consumed,
- vendor is unstable,
- security incident occurs,
- model quality degrades,
- regulation changes,
- review capacity is exceeded,
- risk increases,
- people are becoming dependent.
The system must know:
What continues with AI?
What continues without AI?
What stops?
Who decides?
How do we recover?
AI-first must include AI-off thinking.
Otherwise it becomes AI-dependent.
