18. AI as External Expert Capacity

Another metaphor helped clarify AI governance.
AI should be treated like an external expert or consulting agency.
A company would not normally invite an external consulting firm into its internal systems without:
- purpose,
- scope,
- NDA,
- budget,
- access limits,
- owner,
- review,
- deliverables,
- confidentiality boundary,
- exit plan.
Yet many organizations use AI with fewer boundaries than they would use for human consultants.
This led to the concept:
AI as External Expert Capacity
AI has broad external knowledge.
It can apply that knowledge inside the community.
Therefore, it needs a boundary.
This became the AI-NDA Boundary.
